American lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.
Growing Consequences of Federal Closure
The impact on US citizens from the lengthiest closure of the US government in history deepened on Saturday, as government employees went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.
Trump's Plan from Florida Resort
As weekend session got started, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator said.
Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Response
Democratic senators shared alarmed responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? In that case I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a handful of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare payments.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to restart the government and extend the subsidies for a year.
Another senior Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.
"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover individuals with existing health issues.
After his resort visit, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that failed to secure enough backing in 2017.
